"We're about 60% design set right now, so we are moving quickly," a presenter said.
Staff also said they are working through an incentive package with H‑E‑B that would be formalized as a chapter 380 agreement once third-party conditions are resolved. Separately, staff described a proposed $30,000,000 boardwalk and waterfront improvements intended to connect restaurants and the shoreline and to serve as a catalytic economic-development element; staff cautioned the boardwalk is a long-range project that could take decades to fully realize.
