Kleinfelder chosen for county's engineering and architectural services RFQ after committee tie

The Commissioners Court voted to award RFQ 26-01 for engineering and architectural services to Kleinfelder following committee scoring. Five firms submitted responses; the court reviewed scores and, faced with a tie among the top scorers, moved to break the tie and select Kleinfelder.
The County Judge explained the scoring and need to break the tie before final award: "Given that there's 2, and this is what the court makes decisions on...we vote to break the tie," the County Judge said. Commissioner Matthews moved to award the RFQ to Kleinfelder; the motion passed on a voice vote recorded by the judge as "ayes have it."
County staff said negotiations with top-ranked firms are typically limited under grant constraints and that if contract talks with the first-choice firm proved unsuccessful the county would negotiate with the runner-up.
