Commission recommends denial of Club Car Wash SUP after residents and local owners raise saturation concerns

The Planning & Zoning Commission voted to recommend denial of Special Use Permit SUP-26030003 for a proposed Club Car Wash at 1025 West Pioneer Parkway following more than two hours of testimony from the applicant, residents and competing car-wash owners.
Staff presented the site plan and review findings and said DRC recommended approval with conditions tying operations to automotive-use regulations and public health/environmental standards. Applicant representatives told the commission Club Car Wash would invest about $5,000,000, create around 15 jobs, and add roughly $60,000 in annual property taxes. "Club Car Wash has been in business 20 years and... we are absolutely sure that this is a great site," said Kurt Daniels, the engineer of record. But nearby owners and local operators warned of oversaturation; one opponent said, "A car wash will pay $0 in sales tax," and several said private-equity-backed scale could undercut local operators and leave repurposing challenges if locations fail.
Commissioners expressed a range of views: several said the product and the applicant’s track record appeared strong, but most were concerned that multiple similar businesses in close proximity would harm existing local operators and did not represent the highest-and-best use for this particular two-acre site. Commissioner Chakari moved to close the hearing and recommend denial of SUP-26030003; the motion passed on a commission recommendation vote recorded as 4 in favor, 2 opposed, 1 abstention. The commission’s denial recommendation will be forwarded to City Council.
