Parks Director Ray Serta and Administrative & Fiscal Division Chief Stephen Boles presented staff’s recommendation to transition Tangle Ridge Golf Club to full city operation at the conclusion of the current management agreement (FY26). The staff memo compared a city‑operated model with a third‑party management contract and noted Prairie Lakes Golf Course had produced net revenue of about $587,000 to the golf fund in recent years.
Boles said, "we do show a projected revenue conservatively of city operated at about 282,000 compared to a little over 400 under the 3rd party management agreement," and explained that higher personnel and benefits costs (TMRS and medical/dental) drive most of the city‑side expense. Staff proposed recruiting additional full‑time, part‑time and seasonal positions to replace roles currently employed by the third‑party operator and recommended transitioning so the city could manage operations beginning in FY27 if council provided direction. Council discussed staffing assumptions and benefits differences, heard brief public comment in favor of reconsideration, and then voted to approve the staff recommendation to move Tangle Ridge to Parks, Arts & Recreation oversight.
