Deputy City Attorney Tiffany Bull told the council that the proposed municipal management district is a statutory entity created by the Texas Legislature and is similar in many ways to a municipal utility district but with its own chapter in code spelling out authorities and permitted actions. On the proposed MMD, Bull said it would fund infrastructure used for the Goodland (Golan) development and that the district has entered into contracts with the city and the developer to provide infrastructure.
Bull told council the district spans portions in Ellis and Johnson counties and that whether residents vote on specific matters depends on the type of election and who is contributing to the district. She reiterated that approving the MMD request would mean the city is not funding the infrastructure directly and that the developer would provide most improvements; the council discussed how that arrangement would affect taxpayer exposure to costs.
