Council hears negotiated change with Pulte to move five lots away from Bluff View; staff to return with formal amendment

Staff said Pulte offered two reconfiguration options: cluster the five disputed homes away from the bluff interior to an alternate area or move one home to the other end of the street and regrade the slope to a gentler backslope with landscaping. The city noted the original development agreement included up to $3.4 million in fee rebates and incentives; staff said Pulte requested the balance of previously contemplated tree-mitigation rebates (approximately $686,000) be provided as a cash capture from water‑revenue funds under the revised performance structure. Staff described the developer's willingness to bear regrading and reengineering costs to reduce the visual impact on neighboring properties and requested council feedback.
Council members praised the collaborative outcome and asked about timing; staff said they expect regrading and lot changes to occur quickly and anticipated returning the amended 380 agreement for formal approval at the next business meeting in two weeks. No final vote was taken at the work session.
