Council hears season-pass proposal for Holford Aquatic Center; staff recommends resident-only passes

Parks staff presented two resident-only season-pass options for Holford Aquatic Center and asked the council for feedback ahead of a formal approval request on April 21.
"We're gonna do a 7 day season pass, which is for the whole summer…proposed fees for adults will be $55, youth will be $50," said Albert Montero, recreation director, describing staff's recommendation. Staff also proposed a weekday pass for Monday through Friday priced at $40 for adults and $35 for youth. Julie Williams, managing director of parks and recreation, said the city benchmarked neighboring parks and expects Holford's prices to remain below area averages.
The council pressed staff on operational details. Council Member Thomas raised concerns about capacity limits and asked whether season-pass holders could be turned away when the facility reached its daily bather load; Williams said bather-load limits are both a safety and mechanical constraint and that staff will manage entry as openings occur. Williams confirmed the aquatic center will open on Memorial Day weekend and that passes will not be sold online at launch: "They will have to get them either probably from the administrative office or from the facility."
Council discussion also explored family-pass options and potential future combined recreation/aquatics passes once Surf and Swim operations provide more data. Staff said they will refine naming ("season pass" and "weekday pass") and return with the ordinance on April 21 for formal consideration.
The council did not take a final vote on the pass structure at the work session; staff will return with a formal item for adoption.
