Votes and actions: Hutto EDC approves financial report, returns policies for edits and directs developer work
Summary

Several formal motions and roll-call votes took place at the Sept. 8 Hutto EDC meeting; key recorded outcomes follow.
1) Monthly financial report (August 2025): motion to approve the corporation's monthly financial report was moved, seconded and approved by roll call (motion passed 7–0). Christina Bishop reported revenues exceed expenses by roughly $1,400,000 and that staff expects to add over $1,000,000 to fund balance this fiscal year.
2) Credit card and ACH policies: staff presented a proposed credit-card use policy (single corporate card limit $10,000; card to be in the economic development director’s name) and an ACH policy emphasizing dual authorization and vendor verification. Board members identified discrepancies with existing EDC/city policies and asked for redlines and clarification; the board voted to have staff return with revisions (motion to return for edits passed 7–0).
3) iPad procurement: the board considered a FY25 budget amendment to reallocate funds and replace end-of-life devices. After debate over quantities and long-term management, the board approved purchasing three iPads with a not-to-exceed allocation of $3,600 (amended motion passed 5–2; two board members voted nay).
4) Austin Business Journal marketing: staff requested $12,000 for a one-month featured digital placement; board members raised questions about measurable return and overlap with existing buys. A motion to deny the proposed $12,000 expenditure carried (motion to deny passed 6–0–1, with one abstention).
5) End-of-year budget amendments: staff proposed amendments to align current-year budgets with expected land-sale timing and debt-service timing; the board approved the amendments and staff will forward them to council (motion passed 7–0).
6) Cottonwood valuations and developer solicitations: the board authorized staff to return next meeting with three proposals and pricing for market valuation/appraisal services (motion passed 7–0) and later directed staff to seek master-developer proposals for a portion of the Cottonwood property (motion passed 7–0).
7) Post-executive-session directions: following executive session the board directed staff to update Project Core terms and engage Project Core on agreed terms (motions passed 7–0).
