Council weighs Darwin monitoring tool and $27,000 annual subscription

Dave Vansler described Darwin as an automated gatekeeper that would sit in the city's network environment, ingest the city's AI policy, and prevent or flag noncompliant AI interactions. "So if a individual employee was breaking that policy, we'd actually prevent it," Vansler said.
Staff said Darwin would flag incidents to IT similar to phishing alerts and could be configured to enroll employees in training after a flagged incident. Vansler told council the vendor's annual subscription runs about $27,000, a figure several members said they wanted time to consider before authorizing expenditure.
Opponents of immediate purchase said Darwin may reduce staff labor for log review but still requires procurement diligence and contract terms that address data retention and indemnity. Council Member (Speaker 4) favored adopting only the policy now and deferring enforcement purchases until DIR guidelines and further vetting are complete.
