Recorded pitch for Project Libro requests roughly $31,600 in start-up support

At its Sept. 8 meeting the Hutto Economic Development Corporation heard a prerecorded presentation from the applicant behind Project Libro, a proposed bookstore and café planned for Hutto’s historic district.

In the video, the presenter described a roughly 1,800-square-foot shop with multiple rooms for events, a small stage, a café counter and programmed offerings such as author readings, workshops, themed story hours and tutoring. The applicant said the business would rely on several revenue streams—book sales, events, café sales, online sales and paid internships—and estimated start-up equipment and space-improvement costs at about $31,600. Board members asked staff where the business would locate; staff said the slide indicated 202 Highway 79 (the former Hippo Vape location) and that the applicant was working to finalize a lease. Members praised the concept’s potential to create "third spaces" for families and creatives and noted the proposal’s event-focused layout as a community benefit.

The EDC opened the statutorily required public hearing on incentives for Project Libro and received no public comment; the hearing was closed the same evening. Staff said any incentive consideration will return to the board after required follow-ups and potential lease confirmation.
