Jan Cole was unanimously elected Moderator for the year at the Newbury Annual Town Meeting after a nomination from Marvin Harrison and a second from Brian Emerson. The Moderator reviewed three governing guidelines for the meeting: Vermont law, Robert's Rules of Order, and Newbury tradition, and the assembly dispensed with reading the warning.
The assembly was reminded that Articles 2 and 3 (election of town officers and authorization for Selectboard appointment of a constable) will be voted by Australian ballot with polls open from 10 a.m. to 7 p.m. Michael Thomas asked about a seeming conflict between electing a constable under Article 2 and authorizing appointment under Article 3; Selectboard Chair Susan Culp explained that current Town policy requires the constable to be elected on March 3 and that, if Article 3 passes, the elected constable would serve 45 days before a Selectboard appointment could be made.
