Avon IWC discusses possible changes to upland review area, including vernal pools and tributaries

Planning and Community Development Specialist and Wetlands Agent Emily Kyle briefed new and continuing commissioners on proposed edits to the Town of Avon Inland Wetlands and Watercourses Regulations related to the upland review area. She said municipalities set their own upland review area and that "approximately 60-70% of the State uses a 100-foot upland review area as standard." The commission discussed focusing changes on vernal pools, tributaries off the Farmington River, and the edge of steep slopes and also considered updates to the application checklist.
Kyle said she had circulated a prior legal-training recording with the Town Attorney to help bring new commissioners up to speed. The discussion was informational; commissioners did not vote on a regulatory change and directed staff to continue work on draft language and materials for future consideration.
