Staff said the proposed hours would be 7 a.m.–8 p.m. Monday through Saturday and 8 a.m.–8 p.m. Sunday.
Staff described three variance requests: the applicant proposes about 19% window or glazed perimeter area where the code requires 50%; the west façade glazing would be about 11% where more glass is typically required for a façade facing a public street; and canopy coverage would be roughly 7% where code calls for 25% coverage. The presenter said the Development Review Committee recommends approval with a standard condition that operations comply with automotive-wastewater controls and other automotive-business regulations. Staff also reported public-comment tallies summarized as 13 mailed notices and 46 written oppositions submitted through the online form, though many were duplicates and several came from addresses outside the notification boundary; staff identified roughly 20 unique opposing addresses within the broader set of submissions.
Commissioners asked about proximity to existing car washes (staff identified two others within about 0.5–1 mile and mentioned a new car wash under construction in neighboring Arlington). Commissioners also asked about possible business impacts and noise; staff said the site is surrounded largely by commercial uses, with single-family residential across Robinson Road and to the south of Walmart.
