The Garland City Council unanimously approved a zoning change April 7 to let a roughly 1.9‑acre tract at 6211 North George Bush Highway join an adjacent planned development to enable a multifamily project.
Planning staff explained the change would bring the small triangular parcel under the same PD used for an 18‑acre development and that SB 840 (state legislation) allows multifamily in many nonresidential districts, limiting the city's zoning leverage. Staff said the parcel contains physical constraints: more than half the site is a jurisdictional wetland associated with Spring Creek.
Zach Johnson of Endeavor Real Estate Group described the site challenges—triangular geometry and a wetland—and said the developer proposes a three‑story multifamily building with an entryway and a potential dog park amenity on the undevelopable portion. "It's a jurisdictional wetland," Johnson said when describing the portion of the parcel that is undevelopable. He estimated ground‑disturbing work could begin later this year if approvals and coordination with city CIP projects progress; the developer said residents could see construction in the fourth quarter.
Councilmember Thomas, whose district includes the site, moved to approve the request; Councilmember Bass seconded and the council voted unanimously. Staff and the applicant said additional plan submittals and coordination with city infrastructure (including Holford Road work) will follow before building permits are issued.
