Jen Crawford of Crawford Land Management presented a request on behalf of Philip and Judith Richardson for permission to manage invasive Phragmites at Nobska Pond, off Church Street. Crawford said crews mapped eight isolated patches totaling just under 4,800 square feet, proposed targeted direct‑stem treatment (bundle, cut, wiper‑spray) and included three years of follow‑up monitoring in the permit period. "For the record, I'm Jen Crawford from Crawford Land Management here on behalf of the applicants," she said.
Commissioners asked about prior work (a 2010 permit appeared to cover earlier treatment), timing and access. Crawford estimated initial treatment would take two to four days depending on crew size and access and said work would be performed from non‑motorized craft such as a Jon boat or canoes. Staff noted that Natural Heritage (NHESP) comments and a file number were still pending; commissioners voted to continue the hearing to July 22 to allow the applicant to obtain NHESP review and provide any further documentation. No final permit was issued at the July 1 meeting.
