Council adopts fire-lane standard tied to plat dates, directs clarifying language

The Hutto City Council clarified and adopted a resolution addressing mandatory fire lanes and on-street parking restrictions, establishing 2019 as the cutoff date for streets that must automatically comply with the international fire code appendix regarding restricted parking.
City staff explained that streets platted after the city's 2019 code adoption should automatically be required to comply with fire-lane widths; streets platted before 2019 would remain subject to discretionary evaluation by the fire marshal and would require a council ordinance to impose no-parking restrictions on specific blocks. “After consultation with the attorneys for the city and for the ESD and consultation with the ESD staff, we arrived at 2019 as being the demarcation date,” staff said. Councilmembers debated whether to use the plat date, construction date or city-acceptance date as the operative event and ultimately directed that the resolution be clarified to reference the plat date for the entire development.
Council adopted the clarified resolution (R-2025-288) 7–0. Staff said that using the plat date would avoid retroactive changes to subdivisions built under earlier approvals and would give developers and homeowners clearer notice during platting and sales processes.
