Hutto to host CAPCOG peace officer academy; city to receive tuition payments per cadet

The Hutto City Council unanimously approved a resolution to host a 10-month basic peace officer course offered by the Capital Area Council of Governments (CAPCOG). Chief Jeff Yarborough and staff said CAPCOG will cover instructor and facility costs and pay the city a tuition portion for each cadet who attends.
Chief Yarborough explained that the city will not incur additional expenses for the course and that CAPCOG proposes to pay $3,800 per cadet in tuition, remitting $2,800 to the city and retaining $1,000. “There’s a line where the cost per cadet is $3,800 and we will receive $2,800 of that and CAPCOG will keep the $1,000 per cadet,” Yarborough said. The program is capped at 32 cadets; staff also noted an approximately $85,000 grant to cover coordination and instruction fees and roughly $10,000 estimated for facility use over the course.
Council asked about instructor scheduling and pay; Chief Yarborough said officers performing instruction will do so on their off time and that payroll will process CAPCOG tuition payments through city systems. “The officers that are scheduled to training or or as instructors are doing that on their off time,” Yarborough said when asked whether the city would double-pay instructors. The resolution (R-2025-287) passed 7–0, and staff said the city will deposit tuition receipts into general revenue for later council appropriation decisions.
