Hutto council approves budget amendment that trims revenues, slows some spending

The Hutto City Council unanimously approved an amendment to the fiscal-year budget that adjusts revenue projections and reduces certain expenditures after staff reported lower-than-expected building permit activity.
Finance Director Alberta Barrett summarized the key numbers: an estimated drop in building-permit fees of about $677,000, a net reduction in general fund revenues of $432,243 and a decrease in expenditures of roughly $386,478. “So, the net increase of the revenue decrease and the decrease in expenditures has a net decrease of 45,765,” Barrett said in presenting the ordinance. Barrett told council the revised projections would leave the general fund ending balance at a projection of $8,437,373 and move the city closer to its fund-balance goals.
The utility fund and impact-fee adjustments were also reviewed; staff noted an approximately $899,159 revenue reduction in the utility fund driven by lower water sales estimates and an increase in water-impact fees tied to recent development activity. Council approved the amendment as Ordinance O-2025-542 on a 7–0 vote. Staff said they will carry the revised figures into next-year planning and return with any further adjustments as needed.
