Henderson approves $80,000 TDOT planning grant application, formally adopts matching resolution

The Henderson Board of Mayor and Aldermen voted to apply for an $80,000 Tennessee Department of Transportation (TDOT) Transportation Planning Grant and to fund the required 10% local match of about $8,000 from the general unclassified fund.
Mayor Terry F. Bell said the grant would be used to gather information on the city's transportation needs and produce a plan to strengthen future grant applications. "The match was 10% on this grant (approximately $8,000.00)," Mayor Bell said, and Recorder Jim E. Garland confirmed the Development District will file the application on the city's behalf. Consultant Randy McKinnon of TLM told the board the planning grant is an important first step that improves eligibility for follow‑on funding.
At the regular Oct. 9 meeting the board approved the application on a motion by Ald. Keith Smith. On Oct. 27 the board convened a special called session and adopted Resolution 2025‑011 to formalize the earlier action, authorize the mayor to execute the application and designate City Recorder Jim E. Garland as the city's financial officer for the grant. The Oct. 27 roll call on the resolution recorded four ayes (Barber, Maness, Rhodes, Smith); two members (Butler, Phelps) were absent.
The planning grant is intended to produce a transportation plan that the city can use to prioritize projects and seek construction and improvement funds from TDOT and other sources. No construction funding is included in this award; the resolution covers only the planning application and the city's commitment to provide the local match.
