Coryell County court to prioritize FEMA Section 406 mitigation pathway, consultants advise

Coryell County Judge opened a special workshop to discuss options for hazard mitigation and directed staff to pursue Section 406 mitigation for as many candidate sites as feasible. Consultants from NRS and mitigation partners explained differences between Section 406 (PA-linked mitigation) and Section 404 (HMGP), and recommended the county ask FEMA mitigation staff to evaluate candidate sites during upcoming site visits.
“406 funds are not competitive,” said Judy Lankford, a mitigation consultant, explaining that 406 mitigation runs through the public assistance process tied to a declared disaster and can be negotiated during site visits. The consultants emphasized that 404 is a separate, competitive grant program with limited statewide funding, and that counties often should pursue both tracks where appropriate. Staff were advised to pre-procure administration and engineering services to be ready for applications and scoping.
