Admin/CFO Patrick Whiteford presented a request to provide Kaliseum Director John Starr a $10,000 stipend to cover added ice maintenance and Zamboni duties while two former employees are not being replaced. Whiteford said the stipend would be paid from GL 585-755-708.000 and 585-755-932.000.
John Starr told the committee that a private donor offered $30,000 to supplement the request but that the donor attached a condition that Starr be compensated; commissioners pressed for documentation of the donor conditions and asked which contract lines would be reduced. Several commissioners expressed concern about replacing staff with a stipend, audit and deficit-elimination implications, and whether the stipend should be temporary or included in the 2026 budget. The motion to authorize a $10,000 stipend passed with two commissioners (Robert Baldwin and David Persons) recorded as opposing.
