Henderson board approves plan to pursue CDBG funds for sewer inspection study

The Board of Mayor and Aldermen on Dec. 11 voted to proceed with developing a plan for a Community Development Block Grant (CDBG) application to fund professional inspection of the city’s sewer lagoons to identify inflow and infiltration (I&I) issues. Mayor Terry F. Bell opened discussion by summarizing a Dec. 8 public hearing that gathered ideas for CDBG uses; the board’s focus shifted to using grant funds to contract a firm with sewer‑inspection tools and to produce the engineering reports needed for a competitive application.
Recorder Jim E. Garland told the board that the project would require extensive resident outreach: "we would need to do between 300400 surveys from sewer customers," and that the utility team would need to go door to door to get the surveys. Garland also noted the Delta Regional Authority favors grant requests built on formal plans. Ald. Jason Rhodes moved to proceed with producing the plan; Ald. Buel Maness seconded and the motion carried. The board was told the application deadline is February 2026 and that follow‑up engineering and preliminary reports will be required to strengthen the submission.
