Drain Commissioner Seth Phillips addressed the committee on a proposed resolution to create a special assessment for Elk Lake and Skegemog Lakes in response to state-mandated lake levels. He told commissioners the measure would affect 411 parcels in Kalkaska County and would require public hearings before any assessment could be adopted.
Committee members discussed the process and consensus was reached to place the item on the agenda for the August Committee Meetings (appointment scheduled for August 13, 2025) for full review, including public hearings. The minutes do not include text of the proposed resolution or a fiscal estimate for affected parcel assessments.
Officials did not record any vote on the resolution at the July 9 meeting; the item was scheduled for further consideration in August.
