Public Health Director Katie Russell told commissioners that restructuring approved in May has gone smoothly and that the department proposes changes to three job descriptions: converting narrower titles (community health worker and peer support specialist) into a broader traditional health worker classification to increase flexibility and allow billing of certified services.
Russell asked permission to advertise for a vacant position and to bring the revised job descriptions into the budget and hiring process; the commission approved the updated job descriptions and directed staff to proceed with recruitment consistent with budget and policy guidance. Public Health also presented appointment letters and the board approved the appointments of Jasmine Rodriguez, Laura Moore and Vicki Johnson to the Jefferson County Community Health and Social Services Advisory Committee.
Separately, staff presented a 2025 VOCA grant application and a draft notification letter to the state to clarify that local general-fund support is temporary to avoid supplanting; the board approved submitting the application and signing the notification letter. Russell said general‑fund support would remain until additional grant allocations are available and the county would then seek to have positions funded by the grant. The board approved a motion to direct finance to implement the transition of HRA contributions for certain benefit groups to an annual lump sum beginning Jan. 1, 2026.
