County hears parks master plan with recommendations for Juniper Hills, Fairgrounds and Fox Canyon study

University of Oregon consultants and county parks staff presented a draft Parks Master Plan to the Jefferson County Board of Commissioners on Sept. 10, outlining an inventory of parks and recreation facilities, community survey results and specific recommendations for county parks and regional connections.
The draft lists about 104 recreation facilities managed across the county and proposes priority actions including new multi‑use tournament infrastructure at Juniper Hills, accessibility and lighting improvements at Panorama Park, RV‑park expansion and multipurpose building upgrades at the Fairgrounds, and an environmental assessment of the Fox Canyon parcel to determine remediation needs before development. Consultants recommended increased engagement with non‑English speaking communities and proposed wildfire mitigation plans for park sites.
Tony Anderson, buildings and grounds director, and the consultants said the plan is intended to be a guiding document that can help the county apply for Oregon State Parks grants, leverage partnerships and set a priority action list. Commissioners asked for language to be broadened in some sport categories (e.g., add courts as well as fields) and were reminded the plan can be updated as needs evolve; staff requested written feedback within a week so the draft can move into the community development public‑hearing process.
