Manistee County Green Team recommends renewal of GFL recycling contract as volumes rise

Lisa Sagala, Manistee County administrator/controller, presented a proposed renewal of the county's recycling collection contract with GFL Environmental and told the Green Team the county's current fund balance will cover the 2026 cost increase.
"The GFL Contract needs to amend the site list by adding Bear Lake and Pleasanton Townships," Sagala said, and she described the price change as a response to increased tonnage being recycled. The committee recommended approval of the contract, with a motion by Commissioner Eric Gustad and a second from Commissioner Nikki Koons; the record states the motion carried with all voting in favor and Commissioner Janice McCraner absent.
The contractor's February 27, 2026 email, appended to the materials, shows historical "not to exceed" figures of $56,000–$58,000 for 2022–2024 and lists proposed three-year increases, including $76,000 for calendar year 2026 and additional higher amounts for later years as presented by the contractor. The email also reports year-over-year tonnage growth: "2025 Recycling Tonnage: Exceeding 400 Tons Per Year," a metric the contractor used to justify higher future charges.
The committee packet notes the county will budget increases in subsequent years; Sagala said the county intends to add Bear Lake and Pleasanton to the contract's site list and that GFL has been "very accommodating" with no contamination issues reported. The recommendation will move to the Board for formal approval as part of the county's normal contracting process.
