Box Elder Commission approves Substance Abuse and Mental Health Area Plan as Bear River agencies consolidate

After a Bear River Health Department presentation on community trends, the Box Elder County Commission unanimously approved a statutorily required Substance Abuse and Mental Health Area Plan that commissioners said will support integrated case management and treatment beginning July 1, 2026.
The Box Elder County Board of County Commissioners on May 27 unanimously approved the Substance Abuse and Mental Health Area Plan after a presentation from Bear River Health Department staff. Bear River presenters said the plan is required by statute and will take effect alongside an integration between Bear River Health and Bear River Mental Health that officials said will expand services.
"The trend in suicide is going down and there is continued funding under a grant," said Jordan Mathis of the Bear River team, who urged commissioners and the public to review the department's new dashboard showing multi-year trends. Mathis and Trevor Cook told the commission the consolidation will provide capitation for Medicare case management and expand oversight for housing, detox, prevention and treatment services; they said those functions are expected to be operational by July 1, 2026.
Commissioner Lee Perry moved to approve the area plan; Commissioner Boyd Bingham seconded the motion, which carried on a roll-call vote with Chairman Tyler Vincent, Commissioner Bingham and Commissioner Perry voting yea. The presenters said the department's budget will rise next year because of the consolidation. The Bear River Health Department encouraged residents to view more data at brhd.gov and announced an open house at the Receiving Center on June 24, 2026.
