Commission approves DOC intergovernmental agreement amid concern over unfunded supervision cases

Robert (community corrections lead) presented the county's biennial community corrections plan and requested signature on the intergovernmental agreement (IGA) with the Oregon Department of Corrections.
He summarized program funding and caseload numbers: Jefferson County supervises 262 clients, of which he said nine are currently unfunded under state rules (largely misdemeanors that the state does not classify as funded cases). Robert described examples of unfunded cases that staff nevertheless supervise because of public-safety concerns — including reckless endangering, repeated stalking and a child-welfare incident involving substance use and a seven-month-old infant — and said the county will continue to supervise those nine cases while pausing acceptance of additional unfunded cases until policy clarity is available from the state.
Commissioners discussed possible local options (using reserves temporarily, working with the DA on plea strategy, and engaging with DOC staff). Robert and staff noted recent increases in treatment-provider costs and state contact standards and said the county's allocation rose modestly in the current biennium; the commission approved the DOC IGA and asked staff to return with updates if state funding guidance changes.
