County, Madras and Culver back retail revitalization grants; four proposals received

County economic development staff and EDCO representatives reported Oct. 1 on a retail revitalization program designed to attract projects that meet an unmet retail need in Jefferson County.
Under the program the county pledged $250,000 toward projects of at least 12,000 square feet; the Madras Urban Renewal District matched that amount, and the Culver URD offered up to $100,000 for projects within its district (a 4,000 square‑foot minimum for those applications). EDCO said four sealed proposals arrived by the deadline and the scoring committee—composed of representatives from EDCO, the Madras Urban Renewal District and the MRC—will convene Friday to score and recommend awardees. Final decisions will be made by the elected bodies.
EDCO staff framed the program as a tool to fill gaps in local retail capacity while also supporting traded‑sector and place‑making strategies. Commissioners discussed next steps, including drafting an intergovernmental agreement if a Madras project is selected and coordinating legal templates and benchmarks for payouts and milestones.
