County staff told the board the letter will document mitigating efforts and local impacts and will be submitted as a package with a resolution already adopted locally. The Chair said the submission was time sensitive because the state requested the materials today.
The action was presented as a procedural requirement rather than a new policy direction; staff will transmit the package to the state agencies and return with any requested follow-up.
