Cass County awards $22,494 from opioid settlement to Leech Lake Tribal Police K‑9 program, tables recovery housing application

The Committee recommended tabling Application 3.12 (Good News Recovery Men’s House) pending city of Backus approval and required permits.
Chief Financial Officer Becky Toso presented opioid settlement financials: net funds of $44,806.64 for 2025; 2026 year‑to‑date revenues $37,878.29 and expenditures $51,141.65; committed funds of $305,377.99 and uncommitted funds of $749,876.06. The Board moved to fund Application 3.11 as written, table Application 3.12 pending city approvals, and approve funding staff time and a press release for a naloxone training community forum in Hackensack. Commissioner Rick Haaland abstained from the vote; the action otherwise passed with three recorded ayes.
Becky Toso summarized the county’s opioid settlement accounting and said the county is "on track and making a difference in our community." The Board did not set additional reporting milestones beyond standard grant monitoring and asked staff to return items that remain contingent on outside approvals.
