Cass County Planning Commission approves multiple shoreland variances, tables two large proposals

Chairman Mike Froehlig called the Cass County Planning Commission to order on May 11, 2026, in Backus and the commission approved the April 13 minutes and the May 11 agenda. The panel unanimously approved multiple variance applications affecting riparian property on Washburn, Wabedo, Long, Leech and Bowen lakes, and approved a property‑split variance where federal road ownership prevents a standard 33‑foot ROW. Each approval carried standard erosion‑control, runoff and as‑built conditions and is effective until May 11, 2028 unless extended.

Approved items included: a boathouse height and location adjustment for Paul and Susan Albers (PID 12‑349‑0100); structural additions for Blue Darling on Wabedo Lake (PID 46‑028‑3104); a 1,380‑sq‑ft addition and a modified after‑the‑fact patio approval for Patrick and Bonnie Dehler on Long Lake (PID 32‑004‑3317); a replacement residence approval in part for Jason Goehring at Leech Lake (PID 38‑347‑0110); a 984‑sq‑ft addition for James Hamilton along the Crow Wing River (PID 24‑385‑0141); and approvals tied to a septic redesign and accessory‑structure relocation for David John at Bowen Lake (PID 31‑004‑2204). Several cases were tabled at applicants' requests, notably a bluff encroachment proposal for Kurt and Jennifer Martinson on Gull Lake and Jean Vilipski’s house replacement on Ten Mile Lake. The commission also requested staff provide a monthly report summarizing items forwarded to the County Board, permit and revenue activity, and other office updates.
