The Kay County Board of County Commissioners voted April 27 to approve a Certificate Service Agreement with Equity Bank under which the bank will redeem Certificates of Award issued to winning contestants and provide vouchers to the county for reimbursement.
Treasurer Rhonda Stephens said the arrangement will be handled locally: "all certificates will be redeemed through Equity Bank locations in Newkirk and Ponca City for convenience." County Clerk Tammy Reese told the Board the bank will provide vouchers after the cutoff date so the County can reimburse the bank for amounts paid.
District Attorney Brian Hermanson advised revisions to the agreement to expressly identify the contracting party as the Kay County Board of County Commissioners and to reference the Kay County Free Fair rather than the Kay County State Fair; the Board approved the agreement with those changes. The motion to approve was made by Commissioner Jason Shanks and seconded by Chairman Jeff Kreger and carried unanimously.
