Comanche County approves $443,796 in payments to ACCO to cover 2020–2024 assessments

The Board of Comanche County Commissioners approved two encumbrances March 16 totaling $443,796 to cover assessments imposed by the Association of County Commissioners of Oklahoma (ACCO) for fiscal years 2020–2024.
Commissioner Ryan John moved to encumber $289,869 for assessments imposed on the Comanche County Facilities Authority and to pay from the general contingency fund; Commissioner Johnny Owens seconded and the motion passed with John and Owens voting aye and Commissioner Kenny Kinder recorded as voting nay. John then moved to approve an additional encumbrance of $153,927 to ACCO for assessments imposed on Comanche County; Owens seconded and the second encumbrance passed with the same 2–1 vote split.
Dusty Birdsong, representing ACCO and present at the meeting, told the board the assessments were shared among county participants and were calculated based on claims and the number of claims affecting the group. Birdsong said, "Yes, you currently do" have insurance coverage if the assessments are paid, and explained the breakdown was determined by claims history. Commissioner John said the county had limited options to transfer jail coverage risk, arguing that "nobody will cover our jail whether it is ACCO or any company." The board recorded both encumbrances as to be paid from the general contingency fund.
