Council asks staff to draft procurement ordinance raising manager spending authority

Manager Suzanne Harvey told council the procurement code has not been updated for years and that the existing $10,000 RFP threshold now represents a relatively small amount. She recommended replacing the RFP requirement for lower-cost items with a three-quote rule and allowing the Town Manager to approve emergency expenditures up to $35,000. Town Attorney Thomas Benavidez agreed with the approach.
Mayor Wallace directed staff to draft an ordinance reflecting these changes and bring it back at the next council meeting for formal consideration and possible adoption. The item was discussed as a code update; no ordinance was adopted at the March 26 meeting.
