Huachuca City approves IGA to pool opioid-settlement funds with Cochise County

The council unanimously approved Resolution 2026-01 on March 12 to enter an intergovernmental agreement (IGA) with Cochise County to pool and manage opioid-settlement funds.
Town Manager Suzanne Harvey reminded council that the town previously agreed to pool funds because the town’s individual share is small and the county-administered pool can manage the strict allowable uses more effectively. Harvey told the council that "so far between all of our money... They have $3,000,000 sitting in that account" and that Huachuca City’s share is about $28,000; she said the IGA includes an advisory board to give towns a voice in how pooled funds are spent. The motion to approve the resolution was moved by Johann Wallace and seconded by Christy Hirshberg and passed unanimously.
Staff said pooling could allow the county to pursue larger mitigation projects than any single town could fund on its own; the council approved the IGA to allow the town to participate in county-level project selection and oversight.
