Huachuca City sees $231,000 net positive through Jan. 31; landfill fund flagged

Finance staff reported a positive year-to-date position of about $231,000 through Jan. 31 (unaudited), but flagged the landfill fund as needing reimbursement from a GADA grant that will be amortized over 10–15 years.
Finance presenter Ruben Villa told the council the town’s financial report through Jan. 31 represents about 59% of the fiscal year and shows net revenue exceeding expenditures by roughly $231,000 year-to-date.
Villa cautioned the figures are "unaudited and are subject to change" and noted that most funds appear within budget. He identified the landfill fund as the only fund of concern pending repayment via a GADA grant; he said any GADA reimbursement would be amortized over "10 to 15 years," which would free up landfill dollars for other uses.
Councilmembers asked staff to monitor line items that are over budget and to bring reallocation recommendations during the budget process. Mayor Wallace moved, and the council approved, direction to begin the truth-in-taxation notice process later in the meeting (see separate action).
