The DA describes the property as approximately 2.403 acres and states the site plan will include three buildings, a parking lot, a pool and recreational amenities. It limits on-site parking to thirty designated stalls and requires a shuttle service and two dedicated shuttle drop-off/pick-up zones for overflow; the shuttle is to use 1st Street as the primary access route. The DA also requires that lighting be fully shielded and Dark Sky compliant, and that pool lighting be timer- or sensor-controlled to avoid overnight illumination.
Environmental controls in the agreement require a storm drain strategy that avoids direct discharge into Pineview Reservoir and an on-site wastewater system installed in accordance with Weber-Morgan Health Department rules. The DA text in Exhibit C defines a special event as more than 30 people and caps special events at five per year in the draft language attached to the record.
Council members and residents raised questions about whether the traffic, stormwater and wastewater exhibits supplied were complete and about enforcement mechanisms; town counsel said the DA provides contractual remedies including fines for breaches.
