Council approves moratorium to review development protocols and increase transparency

On Dec. 5 the Chattahoochee Hills City Council voted unanimously to adopt a resolution (24‑074) establishing a temporary moratorium to give the city time to examine development protocols, reporting methods and the public notification process.
Councilman Lightsey explained the purpose: "The background on this, once again, is to provide room for the city to examine and evaluate its related protocols and reporting methods around development to minimize risk, maintain transparency and accountability, and fulfill the city council's duty to inform the public." Members discussed deadlines for submitting suggested changes and agreed that Community Development Director Mike Morton would be the clearinghouse for council input on zoning, rezonings, variances and special‑use permit materials.
Council asked staff to provide the existing application forms and baseline information ahead of the next meeting so members can suggest specific changes. The resolution carried unanimously and is intended to allow more structured review before future rezoning and development actions, including several large pending applications referenced by staff.
