Commission forwards C2 rezoning at Virginia Parkway & Jordan Road; resident urges traffic study

Jake Bennett presented a request to rezone a corner property at Virginia Parkway and Jordan Road from agricultural/PD to C2 local commercial, saying the proposal met the comprehensive plan's neighborhood commercial place type and that adjacent corners are already commercial. Bob Manaus of RKM Engineers said proposed uses include a daycare, restaurant and retail and that the team will prepare a flood study where the property borders floodplain.
Resident Gary Davis spoke during the public hearing and asked that a traffic study be done because of existing cut-through traffic and congestion during recreational events and pickup times. "I think there needs to be some kind of traffic study done because...this shows it being 1 solid lot...That was my only question. That be looked at before final decisions are made," Davis said. Bennett replied that a full traffic impact analysis (TIA) is typically reserved for larger developments and is unlikely to be required for this strip retail/daycare-scale project, but that engineering standards normally require right-turn lanes and will assess infrastructure adequacy. After discussion, Commissioner Lebo moved to approve the rezoning recommendation; the motion passed and the item will be forwarded to City Council for final action on March 3.
