Staff seeks optional board review for commercial COAs; would set one-year expiration

Historic preservation staff asked the commission to allow forwarding commercial Certificates of Appropriateness to the Historic Preservation Advisory Board and to add a one-year COA expiration if no building permit is issued; staff said forwarding would be optional.
Cassie Bumgarner, planning manager for historic preservation, told the commission staff already forwards residential-area COAs to the Historic Preservation Advisory Board and would like the authority to forward commercial COAs as well if staff felt board review was warranted. "So we would still be able to do it at a staff level...but if staff is uncomfortable or feels the need to bring it to the board for whatever reason, we would have that ability to do so," Bumgarner said.
Bumgarner and Chief Planner Caitlin Sheffield also explained a proposed one-year expiration for COAs if a building permit is not issued or if a permit subsequently lapses. Commissioners expressed general support and asked staff to note the proposed change; staff said the forwarding authority would be implemented as an optional step and would not remove staff's current approval authority.
