Patricia Jackson, the city’s Facilities Construction Manager, told the board the schematic-design contract under consideration covers concepts and options only, not construction, and that the RFQ attracted 10 responses. Jackson clarified that Fishback is an architectural/engineering firm (not a design builder) and said the schematic phase will present multiple schemes and technology options for board consideration, asking the board for “your favorable consideration of this item.”
Board members debated timing and flexibility, with concerns that designing capacity before knowing hotel programming could lead to mismatched usage. Councilman Cloutier moved to approve the schematic-design item and the motion was seconded; after a roll call the Chair announced the motion passed, 6–1. Jackson and staff confirmed the schematic deliverables will present at least three options and associated cost implications for future decisions.
