Council approves rezoning to local commercial at Virginia Parkway and S. Jordan despite traffic concerns

The council voted to rezone nearly 6 acres at the southwest corner of Virginia Parkway and South Jordan Road from agricultural to C2 local commercial after a staff presentation and a public comment from a nearby childcare provider.
Lucas Raley, director of planning, said the requested zoning aligns with the city's comprehensive plan for neighborhood commercial uses and that Planning & Zoning recommended approval. He said intended uses include restaurant and daycare. Bob Manaus of RKM Engineers described plans showing retail and a daycare on the south portion.
Didi Schultz, director of the Heritage Learning Center, asked the council to consider cumulative traffic impacts given several nearby schools and recounted past incidents; she also warned the childcare market in McKinney may be oversupplied in some areas and urged the council to weigh impacts on longstanding providers. Schultz said the city already has roughly 140 licensed childcare centers and homes citywide and cited closures at several centers.
Councilmembers said a detailed traffic analysis would occur at the site‑plan stage and that the council's role at zoning is to set appropriate land‑use designations rather than litigate private investment locations. The council closed the hearing and approved the rezoning by a 6–0 vote.
