The Planning and Zoning Commission unanimously recommended approval of a request to annex and zone a northwest McKinney parcel to MF-36 multi‑family residential (item 240104Z). Chief planner Caitlin Sheffield told commissioners the property is in the city’s extraterritorial jurisdiction and staff believes the proposed zoning aligns with adjacent uses and the city’s decision criteria.
"Staff is supportive of the proposed zoning," Caitlin Sheffield said, explaining that the parcel will be annexed and taken to City Council with a March 17 final action date. Applicant representative Bob Rotor asked the commission for a favorable recommendation and noted the parcel’s strategic location relative to the proposed 380 Bypass and Ridge Road; engineering consultant Eric Jeske (Kimley‑Horn) said an approved flood study exists and that the design will include a wet pond for detention and required frontage improvements.
Commissioners asked clarifying questions about maps, jurisdictional color coding, and whether any flood study or off-site improvements were needed; staff and the applicant said needed studies and a traffic-impact analysis had been completed and additional frontage work (two southbound lanes on the property frontage and upsized water main) will be provided as part of development. The commission closed the public hearing and approved the request 7–0; the item will go to City Council on March 17, 2026 for final action.
