Commissioners debated whether to read the document aloud during the meeting or defer the item to next week because several members had not yet seen the language. "It's literally a copy, 1 to 1 copy of the state in the both," a staff member said; another commissioner said the county would need to add local naming and ensure the policy meets the state requirement so the CDBG submission is not kicked back. The board agreed to consider the procurement policy at the earliest reasonable meeting so the CDBG application deadline can be met.
Clerk flagged that the CDBG procurement policy is specific to grant compliance and does not replace broader county procurement policy. The board asked staff to coordinate with the treasurer and county counsel to confirm required language before final approval.
