Planning & Zoning/Building Services Administrator Deana Malone reviewed progress on the comprehensive plan update and recent zoning ordinance amendments, calling the zoning ordinance a 'living document' and noting changes that include updated rules for cell towers, wind and solar energy, and new standards for gravel pit permitting and administrative permitting for certain uses.
Malone then explained proposed subdivision ordinance amendments — chiefly housekeeping renumbering, added definitions for common-interest communities, and a new administrative subdivision process to allow limited property transfers between neighbors. Commissioners raised concerns about parcel-split limits (some favored allowing more than 40-acre splits into five or more parcels) and about the best way to provide wetland delineation information. The board reached consensus to move the proposed subdivision amendments to a public hearing after the Planning Commission revisits parcel-split and wetland delineation questions.
