County staff says BRIC grant RFQs due; Hoggard's Mill project aims to reduce Windsor flooding

Planning staff gave a brief update on a BRIC (Building Resilient Infrastructure and Communities) grant application targeting flood reduction work at Hoggard's Mill in partnership with the Town of Windsor. Staff said RFQs to hire design and engineering consultants had been requested and were due Jan. 16.
The scope includes hydrological analyses and engineered plans to restore wetland areas and reduce rapid runoff into downstream areas. Staff said the grant package would fund engineering phase work and that an implementation funding request would follow once plans were complete. Commissioners asked for clarification on selection criteria and coordination with town officials; staff said the town of Windsor was a participant and that engineering studies previously completed (cited research by Dr. Stan Riggs) would inform design.
No contract awards were made at the meeting; staff said they expected to evaluate RFQ responses and return with recommendations.
