Ottawa County adopts 2026 parks and open-space plan; board considers two millage scenarios

Shamblin told commissioners the plan drew on a statistically valid survey with more than 6,000 participants and cited visitation above 2,000,000 people annually. He outlined two funding scenarios: a 0.33-mill renewal focused on restoring and maintaining existing assets, and an optional 0.53-mill scenario to expand parks, trail connectivity and programming. "So we would ask you to adopt the plan and authorize us to send it," Shamblin said. He estimated proceeds of roughly $63,000,000 under the 0.33-mill scenario and about $102,000,000 under the 0.53 option and described priorities such as modern restroom upgrades and strategic land acquisition.
Commissioners asked for details about project locations and visitation data; Shamblin offered follow-up meetings with planning staff to drill into particular projects. The board's roll call vote approved the resolution to adopt the plan and authorize its submission, making the county eligible to pursue associated grants and capital work outlined in the document.
