Madras food pantry asks county to guarantee gap as CDBG application proceeds

Madras Community Food Pantry director Kathy May and Neighbor Impact representative Andrew Spreadborough asked the board to support a CDBG application to expand the pantry and requested county assurance that the county would backstop any remaining budget gap if other foundation grants do not materialize.
May said an initial architect's budget came in at roughly $2.1 million; refinements reduced the estimate to about $1.6 million but the latest designs still omit a required ADA public restroom, which must be restored. The pantry contingent said that could leave $115,000 to $250,000 (estimate) of additional funds needed depending on final scope and contingencies.
Commissioners did not commit dollars immediately. Staff and commissioners asked for an updated, final project budget and a list of pending grant applications and likely timetables; the pantry was asked to return to the board with final numbers so the commission can consider whether it will provide a written guarantee to state grant reviewers prior to application submission.
