County, Madras and partners sign MOU to pursue USDA rural community development grant

County staff presented an updated memorandum of understanding for a USDA Rural Community Development Initiative (RCDI) grant that would designate Jefferson County as the intermediary and fiscal agent for a tourism and community resiliency project in Madras.
Staff explained that the county would manage reporting and procurement while subrecipients would include the Madras Downtown Association and the Madras‑Jefferson County Chamber of Commerce. Central Oregon Intergovernmental Council (COIC) offered to provide fiscal and administrative backing. The MOU includes a new 30‑day escape clause allowing any partner to withdraw if the arrangement proves unworkable.
Commissioners approved signing the MOU and also adopted required CDBG elements tied to related sponsorships: a Section 3 plan and a Limited English Proficiency (LEP) plan. Commissioners and staff discussed whether salary match accounting would satisfy grant requirements; staff said the state requires visible cash flow but allows salary costs to be shown in the paperwork if properly documented.
The board voted to sign the operating agreement for the CDBG application and authorized staff to file the application with the attached plans and draft operating agreement.
